A growing number of complaints regarding an increase in foreign residents is straining relations in Niseko, an area in Hokkaido internationally known for its famous ski resorts.

In the town of Kutchan, foreign residents make up over 10 percent of the population during winter. Tensions have been mounting with Japanese residents as the region continues to look for ways for the two groups to coexist.

Some foreign residents have also been asking for improvements to be made to administrative facilities and financial institutions, to make life easier for them.
