A man already under arrest on suspicion of starting a small fire at an East Japan Railway Co. facility in Tokyo was served with another arrest warrant Tuesday over a fire along the tracks at a different location, police said.

Izaya Noda, a 42-year-old musician, allegedly set fire to a cable and its cover near Ebisu Station in Shibuya Ward on Aug. 27, obstructing JR East's business, according to the Metropolitan Police Department.

He was arrested last month on suspicion of arson in August at an electric power substation in Shinagawa Ward.

The fire near Ebisu Station disrupted train services on the Yamanote, Saikyo and Shonan-Shinjuku lines, affecting 51,000 people. Noda has admitted to the allegations, saying he "wanted to force the railway operator to close the Yamanote Line because it consumes a great deal of electricity," according to the police.

He told investigators that he drilled a hole in a cable cover and set fire to it by pouring alcohol into the hole, the police said.

Noda is suspected of involvement in about 10 suspicious fires at JR facilities since May.
