A 47-year-old man was arrested Saturday night after holing himself up in a condominium in Shibuya Ward, Tokyo, with a toy gun, police said.

Hiroshige Ito, former head of a private detective agency, is suspected of obstructing public duties by throwing a bucket from the verandah of his 14th-floor condo at police officers who arrived at the scene at around 12:50 p.m. Saturday. Nobody was injured.

At the time of the arrest he appeared to be drunk, the Metropolitan Police Department said, adding that he has told them he doesn't remember what he did.

The MPD stormed into the condo unit at around 8:45 p.m. Saturday after Ito threatened the officers by aiming what looked like a pistol. A total of four toy guns were found in his dwelling, but no real guns, police said.

The police had responded to a 110 emergency call earlier in the day from an acquaintance of Ito who reported the suspect "was in a state of mental derangement" and quoted Ito as saying "an enemy was on his way."

The condo is close to the Shibuya Ward Office. The incident forced 25 households in the neighborhood to be temporarily evacuated.
