The Justice Ministry has issued rules for officers at juvenile reformatories and detention centers to prevent further breakouts by youth offenders.
The ministry, which looked into eight cases of escape from juvenile reformatories in the past five years, has found that officers in those facilities lacked basic monitoring functions and failed to respond sufficiently in emergencies, ministry sources said Tuesday.
