The Diet passed Monday the third extra budget for fiscal 2011, aimed at funding full-fledged reconstruction work from the March 11 disasters and preventing harm to the economy from the yen's historic appreciation.

The ¥12.10 trillion third supplementary budget was approved by an Upper House plenary session by a majority vote from the ruling Democratic Party of Japan, the Liberal Democratic Party, New Komeito and other parties.

The budget was passed after the DPJ struggled to compromise with the opposition parties, which control the Upper House, on issues such as extending the maturity of planned quake-relief bonds designed to fund the extra budget.

The more powerful Lower House, where the ruling coalition led by Prime Minister Yoshihiko Noda's DPJ has a majority, passed the budget earlier this month.

Ruling and opposition camp lawmakers have agreed to pass a related bill, which will enable the government to raise some taxes provisionally and help secure financial resources necessary for the budget, in the Lower House on Thursday.
