OSAKA -- Four puppies were found in a park earlier this month in Takatsuki, Osaka Prefecture, with their ears and part of their forepaws cut off, an animal-protection group said Monday.

One of four puppies found dumped in Osaka's Takatsuki whose ears and forepaw have been mutilated.

The pups -- three males and a female -- were found on May 3 in the Yodogawa Kasenjiki Park by a woman who took them to an animal hospital in Ibaraki, Osaka Prefecture.

The mutilation seems to have been carried out with shears, according to the Kai Animal Trust, which later took the pups into its custody for treatment.

"There are hurt animals often being carried in here, but I have never seen such a terrible thing as this," said KAT representative Naoko Kai.

The group said that if the perpetrators are found it will consider filing a criminal complaint against them.
