The Japanese Olympic Committee has drafted a measure to withhold funding for the All Japan Judo Federation for fiscal year 2013 over athlete abuses and will discuss the matter at a meeting of its executives on Tuesday, a source familiar with the situation said Thursday.

A JOC executive said the drafted measure is the "harshest ever." The committee is said to be considering options that will not affect the judo federation's athlete development program.

The JOC on Thursday mulled possible measures based on a report from the task force that debriefed 15 elite female judo athletes whose joint complaint accused their former coach Ryuji Sonoda and others of harassment and physical violence.
