WASHINGTON -- Ours is a world in transition. The current global debate centers on the state of knowledge that led to the Iraq war. The education sector can play a major role in teaching how to implement change around the globe.

There is a formidable need for administering national transition. Often soldiers are thrust into the roles of police officers, politicians, mayors and heads of public works. Most of them are not trained for such duties. Yet the need for their work continues to grow.

Think about the nations in the Middle East that need help. There are many Asian countries requiring assistance. One can also expect important transitions on the African continent.
