Police officials say they plan to send a case to prosecutors alleging professional negligence against two U.S. pilots who were killed when their FedEx cargo plane crashed at Narita International Airport in March 2009.

Kevin Kyle Mosley, the 54-year-old pilot of the MD-11, and Anthony Stephen Pino, the 49-year-old copilot, allegedly failed to take appropriate action to safely land the aircraft.

The plane bounced on the runway and burst into flames. The accident caused widespread disruption at the airport.

The Japan Transport Safety Board said in a report in April 2013 that if the pilots had increased engine power while turning the plane's nose upward when it bounced on the runway, the accident could have been prevented.
