The father of a teen arrested Monday for driving a car, without a license, into pedestrians in Kameoka, Kyoto Prefecture, killing two and injuring eight, was given the names, addresses and phone numbers of the victims in a breach of procedures, Kyoto police admitted Thursday.

Yoshikazu Otana, head of the Kameoka police station, offered an apology at a news conference early Thursday, saying officers acted improperly and damaged the sentiment of the victims and their relatives by handing their personal information over to the father at the latter's request so he could apologize for his son's actions.

The release of such information is believed to violate the law and the police will take strict action, a senior official later said.
