Japan will deepen its alliance with the United States and seek to play an active role in the security of the Asia-Pacific region as China's military grows, according to a draft of the Foreign Ministry's annual diplomacy report.

The Diplomatic Blue Book 2012 draft says Tokyo will "make proactive efforts" concerning regional safety. It also stresses the necessity of holding talks among Japan, the United States and China, reflecting the government's intent to take both strong and soft stances in its policy toward China.

The blue book, expected to be presented to the Cabinet by Foreign Minister Koichiro Genba on April 6, will apparently illustrate a posture of working to ensure the stability of the region in a responsible manner by cooperating with the United States, which has made a strategic shift to focus on the region, and by keeping China in check.
