The Kawasaki Municipal Government plans to build a subway line using coaches powered by lithium-ion batteries.
The city has set up a project team of railway and electrical vehicle experts aimed at starting production of the cars in fiscal 2015.
"We would like to introduce environment-friendly subway technologies to the world," Mayor Takao Abe said.
