Exiled Uighur activist Rebiya Kadeer is expected to come to Japan from the United States as early as Tuesday after the government of Prime Minister Yukio Hatoyama issued her a visa, government and other sources said Monday.

Issuing a visa to Kadeer, who seeks independence for China’s Xinjiang region, is likely to incur a protest from Beijing. A senior government official said the visa was issued under Japanese law and there can be no cause for criticism.
