Sixteen prefectural governments crafted extra budgets last month worth a total of about ¥150 billion for employment promotion and other emergency steps in response to the deepening recession.

It is unusual for prefectures to form supplementary budgets in January when their assemblies don't normally meet.

"We couldn't wait until the regular assembly session in February" because of the rapid economic deterioration, a Tottori official said.

The Tottori Prefectural Assembly was one of 12 legislatures that convened special sessions to pass supplementary budgets for fiscal 2008.

For the remaining four, the governors exercised their authority to create extra budgets.

The central government won Diet approval last month for its second supplementary budget of the fiscal year, worth ¥4.79 trillion, to carry out an economic stimulus package.

Hyogo's special budget is worth ¥59.2 billion and includes a project to create about 160 jobs. Okayama formed a ¥10.9 billion budget that includes hiring more prefectural employees. Nagano came up with ¥5.9 billion, including ¥1.9 billion to speed up public works projects.
