Nearly half of the open tenders conducted by government- administered independent institutions in fiscal 2007 received bids from only one company, according to a survey by an internal affairs ministry panel.

Because the lack of competition that results from single bids could lead to an increase in costs, the panel said it asked other ministries and agencies Wednesday to study in detail what prevents firms from making bids.
