A city assembly committee in Tajimi, Gifu Prefecture, unanimously approved a bill Monday to allow the municipality to impose a tax on waste from Nagoya.

The proposal is expected to become the first ordinance that authorizes a city to tax on another. The law will likely be enacted Dec. 14 at the assembly's plenary session, assembly members said.

The city government will then ask the Public Management, Home Affairs, Posts and Telecommunications Ministry for approval, which is needed to levy the tax. The ministry, however, has said it is inappropriate for one city to impose a tax on another.

The ordinance will be effective for five years starting in April, if approved.
