China’s Foreign Trade and Economic Cooperation Ministry on Monday issued a final ruling concluding that nine steelmakers from Japan have been selling cold-rolled stainless sheet steel at unfairly low prices in China, the Xinhua news agency reported.

It is the first time a final ruling in China has found Japanese firms guilty of dumping. Xinhua did not disclose the final dumping margin.
