Koko-de-wa tabako-o suenai koto-ni natte-iru-n-desu (Smoking is prohibited here)

Situation 1: Mr. Ueno is about to light up a cigarette in a museum.

係員： 申し訳ないんですが、ここではタバコを吸えないこと になっているんです。

上野： あっ、すみません。喫煙室はどこですか。

Kakari'in: Mōshiwake-nai-n-desu-ga, koko-de-wa tabako-o suenai koto-ni natte-iru-n-desu.

Ueno: A', sumimasen. Kitsuenshitsu-wa doko-desu-ka?

Attendant: Excuse me, sir, but smoking is prohibited here.

Ueno: Oh, sorry. Where is the smoking room?

Today we introduce two expressions using the noun こと (matter/thing): ことになっているand ことにしている. The pattern Xことに なっている, using the intransitive verb なる (to become), indicates that X is already decided according to a rule, regulation, law, plan or schedule. In Situation 1, the attendant uses this expression to show that the prohibition on smoking is one of the rules. X is the verb phrase. The verb should be in the dictionary form or nai form. Examples: 来月(らいげつ)、わが社(しゃ)はアメリカの会社(かいしゃ)と合併(がっぺい)することになっている ([It is already decided that] our company is going to merge with an American firm); 来週 (らいしゅう)首相(しゅしょう)がベトナムを訪問(ほうもん)する ことになっている (The prime minister is visiting Vietnam next week).

Situation 2: At a clinic, an elderly doctor and patient are talking.

医者：　 歳を取ると、水分の吸収が悪くなりますから、気をつけて下さい。私は毎晩、寝る前にコップ一杯の水を飲むことにしているんですよ。

患者：　 そうですか。では、私もできるだけそうすることにします。

Isha: Toshi-o toru-to, suibun-no kyūshū-ga waruku narimasu-kara, ki-o tsukete-kudasai. Watashi-wa maiban, neru mae-ni koppu ippai-no mizu-o nomu koto-ni shite-iru-n-desu-yo.

Kanja: Sō-desu-ka. Dewa, watashi-mo dekiru-dake sō-suru koto-ni shimasu.

Doctor: As we get older, our internal organs' absorption of water reduces and we have to be careful. I make it a rule to drink a glass of water before bed every night.

Patient: I see. In that case, I'll try my best to do the same, too.

The pattern Xことにしている, using the transitive verb する(to do), indicates that X is the speaker's personal rule or habit that he/she decided, just as the doctor does in Situation 2. X is the verb phrase, whose form is the same as it is in Xことになっている. One more example: ダイエットのため 、 ご飯(はん)は小(ちい)さいちゃわん一杯(いっぱい)しか食(た)べないことにしている (As part of my diet, I make it a rule to eat only a small bowl of rice).

Bonus Dialogue: The Okubo family is at an amusement park. Mitsuo and his little sister, Mariko, are waiting for a roller coaster.

係員： すみませんが、そちらのお子(こ)さんは、このジェットコースターにはお乗(の)りになれません。

光男： まり子、これに乗っちゃだめなんだって。

まり子： えーっ、なんで？

係員： 身長(しんちょう)がこのバーの高(たか)さに届(とど)かない人(ひと)は乗れないことになっているんです。

光男： じゃあ、ぼくだけ乗ってこよう。ぼくは、遊園地(ゆうえんち)に来(き)たら必(かなら)ずジェットコースターに乗ることにしているんだ。まり子、おかあさんのところへ行(い)って待(ま)っておいで。

まり子： いや！おにいちゃんだけなんで、ずるい！まり子も乗りたい！

光男： 規則(きそく)で乗れないことになっているんだから、 しかたないだろ？

まり子： いや！おにいちゃんといっしょがいい！[泣(な)き出(だ)す。]

光男： しょうがないなあ。じゃあ、あの店(みせ)でいっしょにアイスでも食(た)べるか。

まり子： うん！かけっこして行(い)こうよ。

光男： 今(いま)泣いていたのに、もう笑(わら)ってる。まり子はほんとに調子(ちょうし)がいいんだから！

Attendant: Excuse me, but I'm afraid that child can't ride this roller coaster.

Mitsuo: Mariko, you are not allowed to ride this, she says.

Mariko: Wha—? Why?

Attendant: Anyone shorter than this bar is not allowed to ride.

Mitsuo: Well then, I'll ride by myself. I ride a roller coaster whenever I visit an amusement park. Mariko, go to where Mom is and wait there.

Mariko: No! It's not fair that you get to go on it alone. I wanna ride it, too!

Mitsuo: It's against the rules for you to ride it, so there's nothing we can do about it, is there?

Mariko: No! I wanna be with you! [She starts crying.]

Mitsuo: That's just how it is. OK then, why don't we go to that shop and eat some ice cream together?

Mariko: Yeah! Let's run there!

Mitsuo: She was crying a minute ago and now she's laughing. What a funny girl she is!
