A fire broke out Friday morning at a power substation for Tokyo Monorail Co., forcing the suspension of all service between downtown Tokyo and Haneda airport for about two hours.

The fire at the facility, about 500 meters north of Tennozu Isle Station, started at around 8:50 a.m. and took about 1 1/2 hours to extinguish, police said, adding that a short circuit is suspected of causing the blaze.

Japan Airlines Corp. and All Nippon Airways Co. allowed passengers who missed flights because of the delay to board other flights or get refunds, the airlines said.

Three trains carrying nearly 1,300 passengers were temporarily stranded between Tennozu Isle and Hamamatsucho stations, Tokyo Monorail said, adding the mishap delayed about 11,000 passengers overall and that some complained of health problems.
