Japan should get serious about sending civilians to help with the reconstruction of Afghanistan, a country high on the agenda of U.S. President Barack Obama, former Vice Foreign Minister Shotaro Yachi says.

“It is difficult under the current political situation (in Japan) to dispatch the Self-Defense Forces to Afghanistan because it would require new legislation,” Yachi said in a recent interview.
