More than 80 percent of nonprofit groups that have applied for corporate status under a new law said regulators asked them to make changes to their application documents, with some instructions criticized as being ambiguous, according to a survey by NPO support organizations released Wednesday.

The survey was jointly conducted by the Coalition for Legislation to Support Citizens' Organizations (C's) and three other groups studying the situation of NPOs applying for the status and monitoring the enforcement of the NPO law.

The survey was sent to all 669 groups that applied for corporate status by the end of May, following enactment of the NPO law in December, and 402 organizations responded.
