The upcoming U.N. conference in Kyoto should mark the first important step in combating global warming, with all major industrialized nations committing to the highest achievable legally binding targets for reducing greenhouse gas emissions, says Toshiaki Tanabe, Japan's ambassador for global environmental affairs.

"What's most important is for all the major industrialized nations to take a step forward in Kyoto by setting legally binding targets, because there is no moving forward without taking the first step," he says. "At the same time, it is also desired that such targets be the highest possible within the scope of being both realistic and achievable," he says.
