70% of residents at tilting condo complex want entire site rebuilt

Nearly 70 percent of condo owners in the Yokohama complex with a tilting building want the entire site rebuilt, according to a survey conducted by the management association.

The results, revealed by the association Sunday, show that 476 of the 705 households want the developer to rebuild all four buildings at the site in Tsuzuki Ward, including the tilting condo. The tilting is due to defective piling work conducted by Asahi Kasei Construction Materials Corp.

Mitsui Fudosan Residential, which has sold units at the complex, has said it hopes to rebuild all four buildings, though it is leaving the decision to rebuild or repair to the residents.

The firm has also proposed buying back condos for those hoping to move elsewhere at prices the units would fetch as brand new after being rebuilt.

The law on building unit ownership stipulates that at least 80 percent of residents must vote in favor to rebuild an entire complex.

The survey, conducted between Nov. 9 and Nov. 18, asked residents to select the most favorable solution from four options proposed by Mitsui Fudosan Residential.

Of a total of 705 households, 644, or 91.3 percent, responded to the survey.

The results show that 476 households chose “rebuild the entire complex,” 59 selected “rebuild only the affected building,” 19 said they would settle for “repair the tilting building” and 63 chose “move out” on condition that the company buys back their condos.

According to the association, however, some of the respondents picked more than one option, such as selecting both rebuilding the entire complex and moving out, while others did not select any.

The association said the survey was conducted only to examine residents’ opinions and will not have a direct impact on the decision whether to rebuild all four structures or repair the affected building.

“The decision will be made based on the inspections of building safety and feedback from third-party experts,” said one member of the association.
