The second extra budget for fiscal 2009 should be larger than ¥3 trillion to fund stimulus measures, financial services minister Shizuka Kamei said Wednesday.

Kamei said on a TV program that the economy "will not be able to sustain itself" unless the government puts together an supplementary budget on a "larger scale" than the ¥3 trillion it is trying to cut from the first extra budget, which was drawn up by the previous government for the fiscal year ending next March.

"I think (the second extra budget) will be finalized in January or early February and believe that the prime minister shares my view," Kamei said.
