Of the 8,259 buildings investigated at 7,963 group homes across the nation, 3,866, or 46.8 percent, were found in violation of the fire protection law, including not using flameproof curtains or not having fire extinguishers, according to the report compiled by the Fire and Disaster Management Agency.
