A private think tank issued a policy proposal Wednesday urging Japan to develop an independent national strategy and contribute to building a "non-war community order."
The Policy Council of the Japan Forum on International Relations called for the war-renouncing postwar Constitution to be amended to ensure Japan plays a larger role in international affairs and has its own security policy as an independent nation.
The group presented the policy recommendations, entitled "New World Order of Non-War Community and Future of Japan-U.S. Alliance," to Prime Minister Junichiro Koizumi.
