Three people aboard a singe-engine Cessna were killed Thursday when the plane spiraled into a parking lot in central Kofu during a low-altitude photo flight, barely missing a hospital, schools and homes, the prefecture said.

The victims were identified as Keiko Nemoto, the 31-year-old pilot, from Koganei in western Tokyo; Tomoyuki Sakurai, a 42-year-old employee of the firm that owns the plane, from the Tokyo suburb of Fuchu; and Manabu Kyogoku, a 36-year-old photographer, also from Fuchu.
