Philippine police and immigration agents have arrested three men, including a 62-year-old Japanese, for allegedly planning to bomb the Vietnamese Embassy in Manila, a police report said Friday.

The classified report identified the suspects, labeled “international terrorists,” as Makoto Ito, a Japanese national; Vu Van Doc, 41, an American-Vietnamese; and Huynh Thuan Ngoc, 42, a Swiss-Vietnamese.
