Restrictions on Japanese travel to Russia were partially relaxed Friday, even as the government continues to advise against anything other than unavoidable trips, and sanctions on Moscow remain in place.
Chief Cabinet Secretary Yoshimasa Hayashi explained the reasons for the partial lifting of the ban by saying that unlike the uncertain situation at the time of the Russian invasion of Ukraine, the overall situation in Russia, except for certain areas, has improved.
"Travel or stay under truly unavoidable circumstances will not be prohibited if special caution is exercised, sufficient safety measures are taken, and close contact is maintained with the local embassy or consulate-general," Hayashi said Friday.
