The government unveiled a plan Friday to give citizens numbers in June 2014 and start using them for tax and social security administration the following January.

The government expects the citizen-numbering system will allow each citizen to have a single integrated circuit card covering health insurance, pension and nursing care insurance data, and use it for receiving social security benefits or services.

As illegal access to the personal data under the system is conceivable, the government plans to create a third-party organization for monitoring operations of the system and establish penalties for violators.
