The brouhaha over four Japanese cities designated as “hometowns” of African countries — resulting in misinformation that Japan is accepting a large number of immigrants from Africa — has overshadowed an event on African development.

At the Tokyo International Conference on African Development (TICAD) held in Yokohama last week, leaders discussed various topics ranging from trade, development and security.

But ever since Japan’s aid agency, or Japan International Cooperation Agency (JICA), announced the hometowns plan, social media and news coverage have focused more on the backlash it has caused.
