Ishikawa Bank on Friday filed for insolvency proceedings with the Financial Services Agency under the Deposit Insurance Law after its efforts to rehabilitate itself failed.

The second-tier regional bank’s action was endorsed by the board of directors earlier in the day, bank officials said.
