Conflict over child allowance
As the central government's work to compile the fiscal 2012 budget goes into full swing, conflicts between the central and local governments are deepening over the use and distribution of funds. One such conflict is over funding of the monthly child allowance. Children younger than 3 each will be entitled to ¥15,000 a month and children at primary and middle schools, in principle, each will be entitled to ¥10,000 a month.

Antinuke stance within establishment slowly gathers steam
In May, Wakamono Manifest Sakutei Iinkai, a policy research group dedicated to issues relevant to people under 40, posted results of a survey in which members were asked who they wanted to lead Japan. There was no consensus, but the individual who received the most votes was Liberal Democratic Party lawmaker Taro Kono, followed by Osaka Governor Toru Hashimoto and "no one."

Last Tuesday, NHK had a bunch of celebrities sitting around and rapturously discussing the American hospital soap opera "ER" and its mature take on the physician-patient dynamic. This weekend sees the opening of the new Sean Penn movie, "21 Grams," about a mathematician with a bad ticker who receives a replacement from a guy who is run over by an ex-con. The movie gives the impression that heart transplants are as common as Starbucks openings.
