WASHINGTON -- Support for U.S. President George W. Bush and his handling of the war effort remains high, and the military success will help maintain this support level. Bush is testing his popular support regularly here at home as he pushes to implement his conservative legislative agenda, which is meeting with resistance on a broadening basis.

The hopes and dreams of legislators to adjourn before Halloween, then before Thanksgiving, have turned to hoping to get out before Christmas. The little things in all of these big bills they have to pass keep getting in the way, and strong and legitimate differences between the Republicans and the Democrats on domestic issues reign.

Pushed by the need to get some sense of enhanced security into the air-transportation system before the nation enters its busiest flying season, the House and Senate conferees came to agreement on an Aviation Security Act, which will federalize the screening process at the nation's airports for two years and improve related security functions.
