The government has no plans at this time to issue new bonds when compiling an extra budget for the current fiscal year to finance additional stimulus steps, Finance Minister Yoshihiko Noda said on Tuesday.

"No change has been made to our position of restraining bond issuance," Noda told reporters.

His comments came as some opposition parties have urged the government to issue construction bonds, which are mainly used to finance public works.

The government is expected to submit a draft supplementary budget for fiscal 2010 for deliberations at the extraordinary Diet session due to open next month.

Noda said he believes the scale of the budget will be determined in talks with opposition parities, indicating the government might not completely ignore their requests at a time when they control the Upper House.
