For my stationary sins, I have been slapped with parking tickets from Los Angeles to London, and I used to think all fines were basically the same. Eagle-eyed traffic wardens pinpoint infringers and litter windscreens with $100 fines before you can say "Gimme a break!" Then you either pay up in person at a police station, city council office or your local post office, or online via credit card.
In Japan, however, things are a little different.
Take a close look at a traffic infringement ticket in this country and it reads, "This vehicle has been identified as an unattended vehicle — the user of which may be subjected by the Tokyo Public Safety Commission to pay infraction money." This means that even though the driver has been fined, they may or may not have to pay a fine. And the ticket fails to mention how much any fine may be!
