Governor picks Kerry replacement

Massachusetts Gov. Deval Patrick on Wednesday appointed his former chief of staff to temporarily fill the Senate seat held by John Kerry, who has been confirmed as incoming secretary of state.

William “Mo” Cowan, 43, will become the second black member of the U.S. Senate, after South Carolina’s governor appointed Rep. Tim Scott, a rising Republican star, to replace conservative Sen. Jim DeMint, who resigned to run the Heritage Foundation think tank. Patrick passed over other potential appointees including Vicki Kennedy, the widow of Sen. Ted Kennedy.
