The House of Councilors will vote Monday on bills to revise the Organ Transplant Law in a move that could clear away a major obstacle in the way of efforts to press Prime Minister Taro Aso to dissolve the Lower House and call an election, lawmakers said Friday.

The Democratic Party of Japan is poised to submit a motion of no confidence against Aso's Cabinet shortly after the key remaining bills are voted on Monday, following Sunday's closely watched Tokyo Metropolitan Assembly election, from which the DPJ hopes to gain further impetus.

The Upper House Rules and Administration Committee decided in an executive meeting Friday to follow the Lower House in skipping a committee vote and to vote on the bills in a plenary session Monday afternoon, its members said.
