Regarding the Bloomberg article published in the March 14 edition of The Japan Times, "Tokyo has way to go to gird for Big One, consultant says": There should be a new government department created to devise new methods and construction designs and technologies to deal with earthquakes and tsunami.

For example, houses that float under chain reels on anchored pivots would have saved lives in the 3/11 tsunami. Japan needs to come up with new housing and building designs specific to earthquake and tsunami conditions. Tsunami walls should be built — but no housing near the sea. Get more serious about this.
