That was the question that some 60 new Asian leaders from South Korea, Japan, China, India and the Association of Southeast Asian Nations — drawn largely from the business world with a sprinkling of government officials and civil-society leaders — grappled with last week in Seoul in a retreat sponsored by the World Economic Forum.
