Ambassadors from the 27 European Union member states were working Sunday to find a compromise that would enable them to break the deadlock on a Russian oil embargo, ahead of an emergency summit in Brussels the next day.

The bloc’s officials fear the absence of an agreement would cast a shadow over the two-day meeting starting Monday between European leaders.
