The seasonally adjusted unemployment rate stayed level in November at 4.5 percent compared with the previous month, signaling that the recovery of the job market is slowing.

In a preliminary report, the government said Wednesday that separate data show job availability improved for the first time in two months, helped by reconstruction projects in areas devastated by the March 11 disasters. Nevertheless, the jobless rate failed to drop amid concerns about the rising yen and an economic slowdown overseas.
