The number of public high school students awarded tuition reductions or exemptions in the 2008 school year rose four-tenths of a point to set a new record of 10.1 percent, an education ministry survey said Sunday.
The figure has tripled since 1996, when the Education, Culture, Sports, Science and Technology Ministry first conducted the survey.
