FUKUOKA (Kyodo) The opening of the final section of an irrigation canal in drought-plagued eastern Afghanistan was marked Monday after six years of construction by the Fukuoka-based nongovernmental organization Peshawar-kai.
The 24-km canal that the NGO started in 2003 finally came into full use when Tetsu Nakamura, a 62-year-old physician and local representative, and others opened its floodgate.
