The Japan Business Federation (Nippon Keidanren) indicated Tuesday it is reluctant to raise wages, saying labor and management should share a sense of emergency amid the global economic downturn.

In its report on management and labor policy, which serves as the guideline for management during the spring wage negotiations, the business lobby also said companies “are requested to make efforts” to preserve employment, instead of “should put top priority” on job security, the expression used in a previous draft.
