Tokyo police have arrested seven men in connection with labor insurance fraud, including two who accompanied a Tokyo real-estate executive to the Philippines, where he was shot to death on Luzon last summer.

Police said the two are acquaintances of Takaaki Yushina, 40, who had a 100 million yen life insurance policy listing the pair as beneficiaries. He was found dead in the early hours of July 28.

Philippine police suspect Japanese were involved in the murder because witnesses saw two men near the scene murder speaking Japanese, according to Tokyo police, who are investigating to determine if the pair who were with Yushina were involved in his slaying.

According to investigators, the seven are suspected of conspiring to stage a traffic accident in Tokyo's Chiyoda Ward last Feb. 23 to swindle two insurance companies of a total of around 18 million yen in compensation benefits for absence from work.

Police have also obtained an arrest warrant for another person believed to have masterminded the insurance fraud.
