Tokyo’s Haneda airport should be an international hub and the new megaministry that will control most public works budgets should draw up a grand design for the nation’s airport network, said the woman who will head the megaministry.

Chikage Ogi, 67, leader of the ruling coalition’s junior member, the New Conservative Party, was appointed Tuesday to head the Transport and Construction ministries and the National Land and Hokkaido Development agencies. The four bodies are set to be merged into the Land, Infrastructure and Transport Ministry on Jan. 6.
