Authorities arrested a 43-year-old woman from Tokai, Aichi Prefecture, on Monday after her dog bit and seriously injured a neighbor. That dog and two others in her possession were impounded as evidence.

According to investigators, Miyoko Hori's mixed-breed Kiko, bit the right thigh of a 24-year-old office worker after Hori let him and two other dogs out of her car at around 8:20 p.m. on Sept. 2. The neighbor sustained severe injuries expected to take 11/2 months to heal.

Hori lives alone with Kiko, another mixed-breed and a Labrador retriever. Besides the September incident, Kiko is alleged to have bitten neighbors eight times over two years.

A prefectural animal center said it was flooded with complaints every time Hori's dog bit a neighbor. Police officials said Hori ignored repeated warnings to take more responsibility for her pets.

All three dogs are inoculated against rabies, police said.
