OSAKA — A man was found strangled in a parked car with another dead man nearby on a pier Thursday morning in Izumisano, Osaka Prefecture, according to local police.
The driver’s license found on the strangled man identified him as Masaaki Nagae, a 50-year-old doctor from the town of Kibi, Wakayama Prefecture. He was found in the passenger seat with an electrical cord that was wrapped around his neck and tied to a handle above the door, police said.
