Commerce backs dumping charge

The Commerce Department on Friday issued a final ruling backing allegations that Japanese steelmakers are dumping seamless steel pipe in the United States.

The ruling would be formalized if an independent federal agency, the International Trade Commission, makes an affirmative decision.

If the ITC rules in favor of the allegations, punitive duties corresponding to dumping margins set by the Commerce Department would be levied on the imports.

In June 1999, the U.S. steel industry and its labor union jointly filed a dumping petition on the products.
